Loops + i18n

I just shipped support for internationalization in Loops, with a handy guide on how to contribute new languages.

I gotta admin, it's pretty cool to leverage Laravel's i18n support for the Vue frontend.

I had to write a few commands to handle this properly, and make it easier to find missing keys + sort/organize them alphabetically.

I'm almost done translating the frontend, but will leave the admin dashboard until I have more time as I want to jump over to API documentation + federation support.

I apologize for prematurely putting a call out for Loops Translators, as I've changed a few keys in the past few hours as I de-duplicate them and organize them better.

I will get this wrapped up shortly, and then put out another call for translators after the english keys are finalized.
